A fiber digging crew clipped a gas line in Kansas City resulting in at least one death and fifteen injuries as the resulting explosion destroyed a restaurant and part of a shopping complex. ABC News notes that the resulting explosion created a massive fireball seen for miles, and that more than 100 firefighters spent the majority of the evening battling the blaze. According to USAToday, the gas main was clipped by Heartland Midwest, which had been subcontracted to extend a fiber-optic line for Time Warner Cable. While fiber digs can also be highly complicated due to poor buried line records, the local utility claims the line had been clearly marked. The deceased is believed to be 46-year-old restaurant employee Megan Cramer.

THE UK Government is to combat the early sexualization of children by blocking internet pornography unless parents request it, it was revealed today.

The move is intended to ensure that children are not exposed to sex as a routine by-product of the internet. It follows warnings about the hidden damage being done to children by sex sites.

The biggest broadband providers, including BT, Virgin Media and TalkTalk, are being called to a meeting next month by Ed Vaizey, the communications minister, and will be asked to change how pornography gets into homes.

Instead of using parental controls to stop access to pornography - so-called "opting out" - the tap will be turned off at source. Adults will then have to "opt in."

The new initiative is in advance of the imminent convergence of the internet and television on one large screen in the living room.

It follows the success of an operation by most British internet service providers (ISPs) to prevent people inadvertently viewing child porn websites. Ministers want companies to use similar technology to shut out adult pornography from children. Pornography sites will be blocked at source unless people specifically ask to view them.

TalkTalk, which includes Tiscali and the British version of Aol.com, is already introducing a new free service early next year called "bright feed," which allows people to control the internet so that all devices are automatically covered without the need to set up individual controls.

Homeowners can either specify which adult sites they want to receive or put a cinema-style classification on their feed to restrict what is received according to age ranges, such as U, 12 or 18. A survey by Psychologies magazine this summer found that one in three children aged 10 in Britain had viewed pornography on the net.

Mr Vaizey said: "This is a very serious matter. I think it is very important that it's the ISPs that come up with solutions to protect children.

"I'm hoping they will get their acts together so we don't have to legislate, but we are keeping an eye on the situation and we will have a new communications bill in the next couple of years."

Claire Perry, the Tory MP for Devizes and a keen lobbyist for more restrictions, said: "Unless we show leadership, the internet industry is not going to self-regulate. The minister has said he will get the ISPs together and say, 'Either you clean out your stables or we are going to do it for you'."

"There is this very uneasy sense for parents of children that we do not have to tolerate this Wild West approach. We are not coming at this from an anti-porn perspective. We just want to make sure our children aren't stumbling across things we don't want them to see."

Previously the Internet Services Providers' Association (ISPA) has told MPs that such a blanket ban would be expensive and technically difficult to operate.

But Miranda Suit, co-founder of the charity Safermedia, which held a conference on internet porn at the Commons last month, said: "Technically we know it can be done because the ISPs are already removing child porn after the government put pressure on them.

"In the past, internet porn was regarded as a moral issue or a matter of taste. Now it has become a mental health issue because we now know the damage it is causing. We are seeing perverse sexual behavior among children. Legislation is both justifiable and feasible."

She quoted the example of two underage brothers sentenced to at least five years' detention this year for a sadistic sex attack on two other boys in South Yorkshire. The brothers were said to have had a "toxic" home life where they were exposed to pornography.

This weekend some ISPs appeared ready to introduce an "opt in" clause voluntarily. Andrew Heaney, executive director of strategy and regulation for TalkTalk, said: "Our objective was not to do what the politicians want us to do but to do what was right by our customers.

"If other companies aren't going to do it of their own volition, then maybe they should be leant on. Legislation is a sledgehammer but it could work."

A spokeswoman for Virgin Media said: "We already have an opt-in approach on mobiles. We've taken this approach as mobiles are taken out of the home - and kept in a pocket - whereas parents can control what happens within the home and online "We're able to block sites, so it would be possible to do the same on the internet. It is just about finding the right approach."

A spokesman for BT, which has a "clean feed" system to block access to illegal sites, said: "We do what we can to protect children."

The director of the Army Capabilities Integration Center told Army Times that making smartphones a standard part of the military kit bag is under consideration. Lt Gen Michael Vane said one possibility would be to give each soldier a monthly budget that they could spend on calls and apps in their own chosen ratio.

As part of work to explore the issue, a brigade at Fort Bliss, Texas is to be “modernized” through a range of electronic devices that will include not just smartphones but tablet devices, e-reader and mini-projectors. Another project will see special card readers given to soldiers to allow secure access to data on smartphones.

The big question for the smartphone industry is which phones would be used if there was a force-wide rollout. Those involved say there’s no certainty it would be a single model, but say its highly unlikely that the Army will either develop its own model or contract a manufacturer to make radical changes to an existing handset. Instead any changes would be limited to some software tweaks and physical reinforcements so that the handsets can stand up better to rough conditions.

Those sections of the military that already use smartphones as part of operations have mainly used either iPhones or Android handset. The company that developed the Patriot missile system has created several dedicated military apps for both systems, including one that allows soldiers to track colleague’s locations on the battlefield.

Raytheon has previously argued that the iPhone, while generally seen as a consumer device, can be particularly useful for the military, mainly because most soldiers need little or no training in how to use it. However, there have been questions about the fact that the standard Apple battery is non-replaceable: plugging the phone in to recharge isn’t always a viable option in the middle of combat.

In recent months the topic of domain name seizures has been reported heavily in the news and discussed widely. US authorities took down dozens of ‘copyright infringing’ domains and the ‘Combating Online Infringement and Counterfeits Act’ (COICA) was drafted to make such takedowns even easier in the future.

Both the recent domain name seizures and the proposed COICA bill were encouraged by the MPAA and RIAA. However, the role of the RIAA and MPAA has not been limited to passively applauding the actions of the Government. On the contrary, both groups lobbied extensively for more Government control over domain names.

A look at public filings reveal that the outfits spent more than $1.8 million in the third quarter of 2010 on lobbying efforts directly targeted at the COICA bill and the authorities that carried out the recent domain name seizures. Money, that as it stands now, was well spent.

The RIAA’s filings at the Office of the Clerk reveal that the music industry trade group invested the most, $1.29 million in total. This money was spent on a variety of subjects, including the COICA bill and ACTA. In total, the RIAA listed nine copyright/trademark lobbyists including its CEO Mitch Bainwol.

The MPAA on its turn spent $520,000 on lobbying efforts in the third quarter. Part of the money went to lobbying efforts at the Department of Homeland Security and U.S. Immigration and Customs Enforcement, the authorities that were responsible for the recent domain seizures.

In addition, the MPAA lobbied for three-strikes anti-piracy initiatives such as ‘graduated response’ and legislation that targets digital piracy on ‘rogue sites’ such as COICA. The MPAA lists three lobbyists including Michael O’Leary who previously served as counsel to the former Senator Joe Biden.

Indeed, the same Joe Biden who is now the Vice President and declared war on digital piracy earlier this year. “Piracy Is Theft, Clean and Simple,” Biden said at the time.

Although it is no secret that the MPAA and RIAA spend millions of dollars in Washington every year, it is worth looking into where that money goes. From public filings it becomes apparent that the US Government’s move to commercial censorship is also reflected in the lobbying efforts by the entertainment industry.

And that’s just part of the influence. Aside from trying to influence lawmakers and the authorities, both groups are also playing their role in law enforcement. As we reported last Friday, the MPAA helped out Homeland Security with the application for the seizure order of Torrent-Finder and other sites.

It is of course impossible to measure if any of the lobbying efforts did indeed have an effect on the increased anti-piracy actions by the US Government, but considering the money that the MPAA and RIAA spent on lobbying, it wouldn’t come as a total surprise.
