Julie and Anthony Bayerl of St. Paul, Minn., love watching prime-time shows on the sleek 50-inch television in their bedroom. They also love that they pay nothing for the programming.

The only thing they do not love is how a low-flying plane, heavy rain or a little too much movement in the room can wipe out the picture.

The Bayerls are using an old technology that some people are giving a second chance. They pull free TV signals out of the air with the modern equivalent of the classic rabbit-ear antenna.

Some viewers who have decided that they are no longer willing or able to pay for cable or satellite service are buying antennas and tuning in to a surprising number of free broadcast channels. These often become part of a video diet that includes the fast-growing menu of options available online.

The antenna reception has also led many of these converts to discover – or rediscover – the frustration of weak and spotty signals. But its fans say it is tough to beat the price.

From April to September, cable and satellite companies had a net loss of about 330,000 customers. Craig Moffett, a cable analyst with Sanford C. Bernstein, said the consensus of the industry executives he had talked to was that most of these cord-cutters were turning to over-the-air TV.

To be sure, around 90 per cent of American households still pay for cable or satellite television – a figure that in recent years has been slowly and steadily rising. But Americans’ relationship with television has recently been in flux, in part because of the switch in June to digital broadcast signals.

That initially gave pay TV providers a group of new subscribers who had worried that their old sets would not pick up the new signals. But analysts say some of those subscribers have gone back to free signals.

Another big change is the rise of Internet video, which can ease the pain of losing favourite cable channels.

Bradley Lautenback, 28, who recently moved to Los Angeles to work at Disney, found enough alternatives to allow him to turn back the technological clock on his TV.

“I’ve always had cable. It’s the thing you do when you move to a new place: call the company and set it up,” he said. Not this time. Instead, he got an antenna and now watches over-the-air news and sports, complemented by episodes of shows like “Entourage” that he buys from iTunes. “I don’t miss cable at all,” he said.

"I get my TV via an over-the-air antenna. Is there a noncable, nonsatellite DVR I can buy that doesn't require a service fee?" The answers were few and far between. TiVo works great with over-the-air TV, but that unit does require a monthly/yearly/lifetime fee. You can set up a Windows Media Center PC (with a DTV tuner attachment), but that's a rather elaborate solution for most folks. DVD recorders are one possibility, but they generally don't have onscreen program guides, and they can't record in HD. The truly geeky, meanwhile, can try their luck with a DIY Myth TV installation.

In fact, the only product that really fit the bill was the Dish Network DTVPal DVR. Despite the "Dish Network" moniker, the product had nothing to do with satellite service: you bought it for a flat fee, hooked it up to an antenna, and you were good to go. It had a rudimentary program guide, and you could record up to 30 hours of HD video on its internal 250GB drive. When we tested it in March 2009, we found it to be serviceable, but a bit glitchy. More problematic, though, was the fact that it was very hard to get; you could only buy it directly from Dish. Worse, the product only came with a 90-day warranty, and there was no real return policy. It almost seemed like Dish Network (and/or its sibling company, EchoStar) wasn't really interested in selling or marketing the product, even after it had debuted it with much fanfare at the 2008 Consumer Electronics Show.

Given the product's rocky history, then, it was not a surprise to read (at AVS Forum, as highlighted by Zatz Not Funny) that the DTVPal was being discontinued. But here's the punchline to the story: the very same product appears to be still available under a different name. Behold the Channel Master CM-7000PAL. It appears to be identical in everything but name. The product retails for $400, but can be found on Amazon for closer to $350. And Channel Master appears to offer a more standard one-year warranty (with the submission of a registration card, at least). (Meanwhile, the original DTVPal DVR is still available at closeout prices of around $250--but that seems like a roll of the dice to save $100, given the warranty/return situation.)

s the CM-7000PAL still a viable over-the-air DVR? Assuming the company plans to keep it on the market, we're going to rereview it to find out as soon as possible. (Hopefully, some firmware updates have fixed stability and usability issues since our last experience with the product.) In the meantime, if anyone else has any hands-on experience--with the Dish or Channel Master-branded versions--please share them in the comments below.

In just over one year, Canada is scheduled to complete the digital television transition, as stations switch from analog to digital broadcasts. While cable and satellite subscribers will not notice the change, over one million Canadians that rely on over-the-air signals will be affected.

Despite the experience in other countries that left consumers without digital converter boxes staring at blank screens, the Canadian government seems content to leave the switch to the private sector, implausibly claiming “industry-led solutions will ensure a smooth transition for consumers.”

The basic notion of the transition is fairly straightforward. For decades, Canadian broadcasters have used spectrum to transmit over-the-air analog broadcast signals.

Before the widespread use of cable and satellite, many Canadians used antennae - “rabbit ears”- to access those broadcast signals.

On Aug. 31, 2011, Canadian broadcasters will switch from analog to digital broadcasts. The shift to digital brings several advantages including better image and sound quality as well as more efficient use of spectrum that will open the door to new telecom services. It also requires those relying on over-the-air signals to obtain a digital converter box to convert the digital signal back to analog.

Contrary to popular belief, many Canadians still rely on over-the-air signals. In its latest update on the transition, the Canadian Radio-television and Telecommunications Commission estimated that up to 857,000 households in larger markets do not subscribe to either cable or satellite. On top of those households, tens of thousands of rural households also depend upon over-the-air signals.

The CRTC has opened the door to a satellite alternative for rural communities, but households that rely on over-the-air signals in larger markets will need a digital converter box in order to continue to watch programs on their existing televisions. In the United States, the government subsidized the cost of the transition, establishing a coupon program that ultimately cost over $1 billion and forced a six-month delay of the transition when politicians feared that too many consumers were not ready.

Unlike the U.S., there will not be a Canadian subsidy program. While the additional costs could affect lower income Canadians, who are also more likely to rely on the over-the-air signals rather than cable or satellite services, Canadian Heritage Minister James Moore has firmly rejected a similar approach.

A successful transition also depends upon educating Canadians about the changes. For example, the United Kingdom has established Digital UK, an independent, not-for-profit organization to the lead its process. The organization is funded by the country’s private broadcasters and was established at the request of the government. It maintains a comprehensive website and has launched a nationwide advertising campaign.

By contrast, other than the occasional CRTC release – Chair Konrad von Finckenstein has been sounding the alarm bells on the digital transition for months – the issue has attracted virtually no public attention in Canada. Moore has told Canada’s broadcasters that Canadians had “fair notice” about the transition and that the broadcasters should be prepared to complete the switch on schedule, emphasizing the transition “must remain on track.”

But most Canadian broadcasters see little value in investing in a public education campaign without government support, particularly since they are already spending millions on digital transmitters. In fact, the mandatory deadlines for the transition were only established after it became apparent the broadcasters would not make the switch voluntarily.

The CRTC has tried to push the issue onto the public agenda, but has thus far faced government opposition and broadcaster indifference. As a result, when Canada’s broadcasters flip the switch next summer, hundreds of thousands of Canadians may find themselves on the wrong side of a new digital divide.
