This is confirmed by the director general of the chain, Nasser Al-Khulaifi, who says that we have taken all measures to avoid the television signal's World Cup in South Africa may be vulnerable.

Besides technical measures to prevent piracy, Al Jazeera Sports threatens legal action against fraudulent viewing of its signal via satellite.

I highly doubt that piracy will play a role in the viewing of the world cup. If anything, some kind of hack would have been made available so that these pirates can be ready for some kind of blockage by the satellite provider(s).
